Both the host and hostess and the guests have a responsibility. First of all, never stack the dishes right there at the table. If the knives are not in use they should not be placed across the top of the bowl. Note also, a guest, host, or hostess never did use their napkin. Not only is it improperly on the table but it wasn't used. Note also, it appears that all the placesettings had the fork left. It is important to remember that silverware that is not needed should not be placed on the table.
This table is set up for the host to serve the food. One problem here is if the host is going to serve the tea, she/he will have to ask each guest to pass the cup. It should be there by the tea pot.
